J.A. Street, P.E.


Jim was graduated from Virginia Tech with a degree in Civil Engineering. He spent 13 years as a construction company project manager and vice president before starting J. A. Street & Associates in 1985. Jim is highly regarded as a successful manager and businessman, and serves on many community boards. His community work is recognized with receipt of the Boys & Girls Club Zella Moore Arnold Award, National Service to Youth Award, and American National Medallion; named by the Business Journal as “One of the Twenty-Five Most Powerful Male Executives”, and is a Junior Achievement Business Hall of Fame inductee. When not at the office or on a job site, you may find Jim on the golf course or at a VT game.

Brian Poe


Brian leads the Pre-Construction efforts at the company and brings more than twenty-five years of experience dedicated exclusively to this crucial phase.  Brian joined the company in 2000 and has fulfilled the role of Pre-Construction Manager and/or Estimator on the vast majority of our projects since that time. He has an extensive background in construction data management including the integration and reporting of construction budgets and job cost accounting systems. Brian serves on several community board and was recently awarded the Boys and Girls Club Zella Moore Arnold Award in recognition of service to the organization.

Mark Wininger

Vice President

Mark was graduated from East Tennessee State University with a degree in Construction Engineering Technology. He has been with the company since 1988 and excels at developing, estimating and managing construction of retail shopping centers. He manages the company’s retail supermarket projects and has been involved in the construction of over 65 supermarkets and renovation of more than 100 others. Mark was named the Association of General Contractors Project Manager of the Year in 1995, 2003, 2004, and 2005. When Mark isn’t on a job site, you might see him in a regional race – trying to beat his New York City marathon time!

Mike Street

Vice President of Operations

Mike has been with the company since 1989. He manages job site superintendents and field crews and is responsible for the warehouse and inventory. When Mike isn’t at the office or on a job site, you might find him at one of the local rivers or lakes fishing.

Tim Kuykendall

Vice President of Project Development / Civil Management

Tim was graduated from East Tennessee State University with a degree in Construction Engineering Technology. Tim has been with the company since 1998 and has previous experience in land surveying and site development. Tim enjoys spending time on his farm when he’s away from the office.

James Osborne

Safety and Quality Control Manager

James was graduated from King University with a Masters in Business Administration. He has extensive experience in safety and quality control from both the manufacturing and construction industries. He is responsible for on-site safety inspections of jobsites and the training of new and current employees as well as assisting project managers and superintendents in assuring that we deliver the highest quality product to our customer. James enjoys being outdoors and particularly enjoys camping with his family.
